Members of the Board—2017

President

Stuart Gilliam is the father of an ALC client.  A graduate of UC Davis (Bachelor of Arts in Communications, 1980) and The University of San Francisco (Juris Doctor, 1985), Stuart has practiced law in the Bay Area since graduation.  After spending almost 28 years as a civil litigator, he change his practice area entirely in 2014, and now provides legal counsel to families of children with disabilities in regard to educational issues.  The new practice is an outgrowth of his work for his own son’s educational needs, and his providing informal assistance in regard to educational issues to other families of special needs individuals.  He has been involved in The Boy Scouts as Committee Chair of Troop 1994 (a Troop dedicated to young men with special needs), Challenger League Little League, and VIP Soccer.  He has previously served on the board of a small independent school, the advisory panel of Saint Mary’s College’s paralegal program, and is a recent graduate of Leadership Contra Costa.

Rick Fowler received his BS from Rensselaer Polytechnic Institute.  In total, Rick has spent 30 years in insurance company operations and accounting rising to be CFO of two insurance organizations.   He has also spent 5 years consulting for retirement plan providers.  In addition Rick has many years of experience with professional and community nonprofit boards and committees.

Board Secretary

Mary Delaney has had a 35+ year career in education.  She has served as an elementary school principal, teacher, Special Education Director, teacher trainer, and Curriculum Coordinator.  After retiring in 2006, she did a second stint in the Peace Corps and taught at Guizhou University in China for two years.  She had previously been a volunteer in Thailand from 1966-69.  Ms. Delaney has a BA from UC Berkeley and an MAT from the Harvard Graduate School of Education

Board Member

Dr Robert Chance Algar is an Adult Neurologist with an  office practice in Pleasant Hill and a hospital practice based at John Muir Medical Center at the Walnut creek and Concord campuses.  He has been practicing in the east bay since 2004.  He has been a member of the ALC board since 2015.
